Program Manager, Corporate Research and Development
Role This position will be a part of the Corporate R&D Program Management team. This team's charter is to ensure engineering research, development and standardization proceeds on time and within budget, so deliverables are produced according to plan. This team is responsible for all 'non-technical' aspects of engineering development, allowing the engineering team to focus on technical issues while Program Management handles logistics which includes the following responsibilities:
.Program Planning & Management. Identifying and carrying out the key steps in engineering R&D and standardization from product concept to launch. This includes partitioning tasks into a work breakdown structure, identifying key milestones, identifying resource requirements, scheduling, budgeting, tracking costs, monitoring progress, and adjusting the Program Plan as needed to meet changing requirements or conditions. Also will be expected to have a comprehensive understanding of the program so that they can participate in strategic planning, identify issues and actions and communicate program information at the appropriate levels within QUALCOMM.
.Engineering Support. Provide logistics support to the engineering team by coordinating development efforts across teams, coordinating recruiting efforts, scheduling meetings, publishing meeting minutes, tracking action items, ordering and tracking capital equipment and other purchases, distributing documentation, procuring lab and office space, publishing status reports, etc.
.Hardware Builds - Coordinate all activities with various organizations (i.e. CAD, Components Eng, Mechanical Eng, Procurement and Manufacturing) to ensure all products such as circuit cards and prototype terminals required for the project are designed, developed, manufactured, tested and delivered on time and within budget.
.Coordination with Core Team. Coordinate engineering research, development and standardization activities with other Core Team members including Legal, Finance, Business Development and Marketing.
.Subcontract Management. Manage key subcontractors and vendors by ensuring NDA's are in place, SOW's are clear and accurate, subcontractor performance is to plan, and appropriate action is taken if not.
.License Negotiations. Responsible for reviewing all license agreements for software & hardware purchases. The Program Manager works with Legal and Subcontract Admin to ensure that the license meets QUALCOMM's needs and requirements.
.Joint Development Partner Management. Program Management, in conjunction with QUALCOMM Legal, develops various development agreements and SOWs which enable Partners to develop and test infrastructure hardware & software targeted for commercial deployment. Responsible for coordinating initial 1st tier support to Partners and support of our customers by facilitating technical Q&A including phone conferences, email exchanges & meetings at QUALCOMM. Document release & delivery via the Corp. R&D Data-Mgmt team.

Tasks
These ongoing support tasks are provided by the Program Management team:
. Schedule engineering meetings
. Create and manage detailed engineering schedules
. Distribute project documentation
. Coordinate recruiting efforts
. Create budgets and manage labor charges and other project expenses
. Order (EMR) and track capital equipment
. Arrange lab and office space
. Create and present Project review materials in coordination with the Lead Engineers
. Maintain documents, schedules and plans on Livelink, Wiki or other accessible area.
. Take notes in all team meetings and publish to team
. Track action items from all team meetings
. Coordinate and participate in supplier, vendor and partner agreement negotiations

Additional Skills
Skills/Experience:
A minimum of 5 years direct experience as a Project Manager or Program Management with a proven track record in successfully completing engineering research, development and/or standardization efforts that met or exceeded the project's goals and objectives within budget.
. Effective verbal communications skills, including direct, dynamic customer interactions, Program Reviews, live round-tables and working sessions, etc.
. Effective meeting management, especially including wide cross-functional management
. Ability to multi-task and prioritize competing high priority requirements, and effectively make the necessary trade-offs and communicate such decisions amongst impacted peer managers.
. Ability to work effectively with a wide range of Engineering, Marketing, Sales, Customer and Vendor representatives, including proper coverage and balance of technical/non-technical issues.
. Relevant technical areas:
o Wireless Air Interface(s): CDMA, WCDMA, GSM, TDMA, 3G, WLAN,
o Computing Platform(s): Embedded Systems, major software platforms, UNIX/NT.
o Computing Environment: OO/C++, including multiplatform designs.
o Networking Bearers and Protocols: IS-41, GSM MAP, SS7, TCP/IP, etc.
. System-level understanding. The PM must possess a detailed enough understanding of the relevant technologies and products sufficient to either appreciate, or ideally, identify, anticipate, and raise issues relating to a wide-range of engineering issues and their impact. Some experience in any of the following areas is a plus: physical layer commercial product life cycle, embedded commercial software product development, wireless network infrastructure environments, interoperability, software delivery and upgrade process impacts, backwards compatibility issues, standards compliance issues, and so on.

Education Requirements
Minimum of a Bachelor degree in Engineering or equivalent experience. Master's degree in Engineering or Certificate in Program Management a plus.
