Sourcing Manager

The Sourcing Manager located in Oakland, CA will be responsible for performing all sourcing/procurement activities for the assigned categories; develop and implement a sourcing management strategy for these categories assigned; identify, develop and manage supplier relationships; effectively negotiate contracts and long term procurement agreements; develop and propose metrics to analyze supplier total cost to Kaiser. In addition, participate in the change management programs to establish processes and procedures. These activities are expected to realize significant efficiencies and cost savings. Implementation will require leading cross-functional teams to realize and exploit cost saving opportunities.
The Sourcing Manager must have a high degree of creativity to develop process changes for approval and implementation.
Incumbent will have ownership for developing and executing sourcing strategies as long in they remain in accordance with KPs corporate policies and ethical guidelines.
The Sourcing Manager will manage client relationships with internal senior management. As the sourcing expert, incumbent will be expected to take the leadership/consulting role in executing sourcing strategies.
Incumbent will manage relationships with senior management of supplier organizations, including a leadership role in the negotiation effort with suppliers.

MINIMUM REQUIREMENTS:
* Bachelors Degree in business administration, finance, operations research, materials management, economics or related field.
* Masters Degree preferred.
* 7 years experience in a combination of purchasing, strategic sourcing, materials management, warehouse operations, goods and services contracting, construction contracting, finance or other related areas.
* Health care or retail experience preferred.
* Experience in employing strategic souring methodology,large contract negotiations, and experience working in a project-based and unionized environment is preferred.
* Must possess expert knowledge of supply chain management best practices, procurement category strategies, and Inventory management and purchasing systems.
* The incumbent should have a professional certification such as C.P.M. or APICS

MAJOR RESPONSIBLITIES:
* The Sourcing Manager will have the proven ability to work effectively with senior management, build and maintain strategic alliances and other high-level contractual relationships
* Purchase and contract for wide range of products and services
* Administer contracts and resolve claims/disputes in a manner that produces fair and timely resolution of issues
* Determine key issues in a project or operational situation, involve the appropriate individuals and develop appropriate plans of action from multi-disciplinary perspective
* Communicate persuasively and effectively to wide range of internal and external customers, consistently make sound business and financial judgments
* Utilize and teach methodologies for continuous quality improvement (CQI) ability to manage and function well within a complex reporting relationship
* Satisfy accountabilities to internal customers, ability to influence peers and others with whom position has no direct authority, strong communication, presentation, project management and negotiation skills
* Must be able to work in a unionized Labor/Management Partnership environment.
