SSM Consulting is an Orange County based Information Technology management consulting and Project staffing company. SSM Consulting is seeking 1099 consultants for a three year project located in the Long Beach area.
The Project Opportunity
Our client seeks a Program Director and Outreach Specialists for a project beginning January 1, 2007 and ending December 31, 2009. These experienced professionals will be providing expertise and support in the administration of our clients Small Business Enterprise (SBE)/Very Small Business Enterprise (VSBE) program.
In general, these experienced professionals will provide support to the clients on-site SBE administrator in the following areas; assist in the maintenance of the existing SBE/VSBE database, utilize the database to solicit bids, assist in the outreach to SBE/VSBE’s, assist in the formulation and compilation of data based on SBE/VSBE standards, develop procedures to nurture local SBE/VSBE firms to bid on future contracts, train vendors and suppliers to comply with client requirements, and document management.
Minimum Required QualificationsProgram Director with at least 10 years experience working in an engineering/construction and/or other contracting, purchasing and procurement areas.Outreach specialist(s) with at least 5 years experience working in a SBE, DBE or other municipal, state, or federal outreach programs.Graduation from an accredited four-year college or university with a bachelors degree in Engineering, Public or Business Administration or closely related field.Demonstrated ability to work with large groups of people and to build consensus to accomplish goals.Excellent written and verbal communication skills.Computer proficiency utilizing personal computers and associated software (i.e., Microsoft Word, Excel, PowerPoint, Access, etc.).Provide two or three current references within the last five years.Must be available to interview with the client the week of November 1, 2006
Specific duties the experienced professionals shall be performing include assisting to:Organize quarterly meetings at the client’s site where contractors can be made aware of oncoming client projects and small business requirements.Advertise meetings to the contracting community.Be knowledgeable in government and industry sponsored small business assistance programs and advise SBE/VSBE contractors of same. This may include bonding, insurance, and training programs.Certify qualifying registrants as SBEs and VSBEs.Maintain database of certified SBE/VSBE contractors.Exchange database information with cooperating agencies. Establish initial SBE and VSBE commitment goals for client contracts, except those federally funded with Disadvantaged Business Enterprise goals. Review contract goals with program manager.Evaluate bids and proposals for meeting SBE and VSBE requirements. Consider both prime and subcontractor SBE/VSBE participation.Evaluate Good Faith Effort (GFE) documentation for those contracts that do not meet SBE/VSBE requirements.Assist client management in conducting administrative hearings for GFE appeals.Verify SBE/VSBE status of bidding contractors, subcontractors, vendors and suppliers prior to award of contract.Maintain pertinent documentation of all SBE/VSBE applicable contracts in dedicated folders.In conjunction with the client’s construction and/or program manager, conduct site visits; interview contractors, subcontractors, vendors and suppliers to verify proper and full utilization of SBEs/VSBEs; conduct achievement interviews to verify proper and full utilization of SBEs/VSBEs and achievement of contract requirements.Audit, as needed, books, records, cancelled checks, or other relevant materials or contractors, subcontractors, vendors and suppliers for the purpose of determining compliance.Evaluate contractor requests to substitute subcontractors.Recommend appropriate actions for contractor non-compliance.Assess penalties for false information in SBE certification applications.Assist client management in conducting administrative compliance hearings.Track costs and effectiveness of the SBE/VSBE Program.Coordinate with other Department divisions and the City of Long Beach.Advise the client on United States Small Business Administration (SBA) program revisions.Prepare annual progress reports for the Board of Commissioners.Prepare other reports on SBE/VSBE Program.
