CIBER is searching for a Programmer Analyst for a Montgomery, AL based client: 

 

We are currently searching for a qualified Programmer/Analyst who will assist ADPH personnel in redesigning and replacing the current VB 6 application used to administer the Child Health Insurance Program, ALLKids.  This individual will assist and train ADPH personnel in designing and developing this new CHIP application using the .NET architecture.  The candidate may also be involved with modifications and integration of a current CHIP on-line web application written in MS .NET v. 1.1.  The CHIP system captures client and family demographics, determines eligibility and processes the enrollment for ALLKids.  This system provides statistical data through canned and ad-hoc reports, generates correspondence with the clients, as well as, produces premium and renewal notices.  The CHIP system also receives and sends data to and from many outside entities, such as insurance carriers and credit card processing companies. 

 

The RDBMS used for this project will be ORACLE 10g.  It is anticipated the candidate must have competency with versions(s) 9.0 or higher.  Also desirable is knowledge of FTP protocols and encryption tools.

 

This candidate must possess strong analytical and superior programming skills.  The programmer will work closely with departmental developers and database administrators in the design of this new system. Required Personal Computer skills are:  experience with MS SourceSafe, MS ASP.NET, VB.NET and ADO.NET, Batch Files, PLSQL, ASCII text files, reporting tools, various Structured Query Language (SQL) coding tools and techniques.

 

The Programmer/Analyst will perform complex analysis, design, development and maintenance using the tools mentioned.  Also desired is the ability to develop system and program documentation. The candidate must be able to perform testing of modifications and enhancements to ensure system integrity. The ability to debug and resolve production problems using system development processes and standards as defined is also needed.  Transfer of knowledge and skills to junior level programmers may also be needed.

 

The successful candidate must have the ability to develop system requirements and create documentation including detailed design and program specifications using the MS Office Suite and Visio.  This developer must have good communications skills since they will work closely with other ADPH programming and tech support staff, DBAs and users.
