Transportation Planner
I'm seeking a Transportation Planner with experience in bicycle and pedestrian planning, project management, program development and implementation, and administration of an advisory committee to assist in the transportation planning work unit. The position is responsible for providing strategic planning and direction, technical expertise and project management in the development and implementation of bicycle and pedestrian programs throughout the City of Durham and the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO).
The Bicycle/Pedestrian Planner's time will be split equally between the City of Durham and the MPO. The Bicycle/Pedestrian Planner serves as coordinator overseeing an in-depth Metropolitan Planning Organization area wide bicycle and pedestrian program.
Employee is responsible for developing programs to promote bicycle and pedestrian activities and to increase public awareness of the benefits and advantages of bicycling and walking. The candidate must be a self-starter, have excellent written and oral communication skills, ad work well with minimum supervision.
Requirements:
* Bachelor's degree in Urban and Regional/Transportation Planning, Civil/Transportation Engineering or a related field with three years of progressive and relevant experience in bicycle and pedestrian transportation planning; or an equivalent combination of education and directly related experience.
* Relevant experience in developing and updating of MPO long-range transportation plans, non-motorized travel demand forecasting and modeling, GIS analysis and skills, socio-economic & demographic analysis, and technical analysis for transportation plan alternative analysis.
* Relevant knowledge and experience in engineering methods and standards regarding the design and construction of bicycle and pedestrian facilities;
* General knowledge of construction techniques, methods, tools, such as plans, surveys, and blue prints.
* Thorough knowledge of transportation standards for bicycle and pedestrian facilities.
* Skills, understanding and ability to interpret federal, State and local laws, regulations, policies, procedures.
* Skills, understanding and ability to interpret federal, State and local laws, regulations, policies, procedures, guidelines pertaining to bicycle and pedestrian planning, programming and implementation.
* Applicant should possess strong research, computer and analytical skills.
* Technical report analysis and writing ability; a high degree of oral and written communication skills; ability to effectively present technical information to small and large groups.
* Applicant should be familiar with transportation modeling (TRANSCAD), GIS (Arcview) and the principles and practices of urban transportation planning (and the federal, State, and local regulations which govern these practices); and
* Possession of a valid Class "C" Driver's License.
* Candidates possessing Registration status (EIT, PE, or AICP) and/or Master's Degree in Planning, Engineering, or related field will receive additional consideration.
