CDI, the on-site recruiting group for our client, is currently searching for talented people to join their successful organization. Our client is currently looking to add a State Government Affairs Manager to their team.
Job Duties and Responsibilities:
Through personal interaction with state Governors, legislators, regulators and other key appointed and elected officials, positively influence state policies, decisions, regulations and legislation so as to benefit the Corporation and its affiliated companies and divisions. Maximize the sales and profitability of corp products and business operations in the assigned states by directing and executing legislative, regulatory and business strategies, policies, programs, and action plans. Protect company’s interests by consistently representing and expressing the corporation’s policies and philosophy to senior level state regulators, Governors, legislators, and other professional associations.
Major Tasks of Position include but are not limited to:
1. Establish day-to-day working relationships with key state legislators, Governors, regulators, allied organizations and political umbrella groups in order to positively influence the public policy decisions that may impact corp business, R&D and general business operations (e.g., taxation, environmental, etc.) in the states.
2. Direct and manage company’s strategies, policies and programs for attaining and maintaining the best marketing and business climate for company’s Pharmaceutical, Animal Health, Consumer Care, Diagnostics, Biological, Biotech, Chemical and Polymers operations within the designated states.
3. Analyze, monitor and track all legislation and regulations introduced in the designated states that may impact company or its affiliated companies and divisions, draft necessary amendments and position papers and testify before the appropriate state legislative committees and regulatory agencies.
4. Make presentations to and meet regularly with state advisory committees and other state advocacy groups and coalitions that may have an impact on state activities and policies.
5. Establish alliances with and represent the Corporation on various state, regional and national associations and task forces (e.g., PhRMA, CSG, ALEC, NCSL, etc.) to help influence state legislative and regulatory policies that may impact the corporation.
6. Clearly understand and consistently communicate company’s position on all company issues.
7. Serve as an information conduit to and from appropriate corp personnel regarding relevant state regulatory activities and legislation for the purpose of establishing national and state strategies.
8. Assist the Head of Public Policy and State Government Affairs in drafting company -sponsored legislation/amendments and securing legislative sponsors for such legislation and amendments in the designated state legislatures.
9. States to be covered: Georgia, North Carolina, South Carolina, Virginia, Washington, DC, West Virginia
Requirements:
Bachelor's Degree - 3 - 6 yrs
Directly related experience in government affairs is highly desired. The incumbent should have a thorough knowledge of the health care industry, its markets and overall issues that effect corporations. In order to be successful, the incumbent should be able to fully comprehend all issues relating to state governments, including legislative processes, Medicaid policies and procedures in all assigned states. The incumbent must be able to quickly gain a complete awareness of company’s products, policies and procedures related to state government affairs issues.
The nature of this position requires a high degree of self-confidence and independence to work in the field with state governments. Highly developed interpersonal, judgment and diplomatic skills will be essential to interact with these key external decision-makers and competitors.
