SALARY RANGE: $6,049.33-8,264.53 monthly, plus excellent benefit package, including 2.7% @55
PERS Retirement, employee contributes. Position is subject to 2% salary increase
effective January 1, 2007.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Identifies and recommends solutions to land use policy and regulatory issues with planning staff, supervisors and management, and other Authority departments, government agencies or elected officials and the public on controversial cases, projects and/or issues of land use planning. Serves as the technical expert to perform complex code interpretation and land use analysis; and serves as an expert resource on design, land use and environmental matters with respect to departmental or Authority programs, to other Authority departments, governmental agencies, elected officials and the general public. Performs advanced policy and regulatory program development work on issues such as those related to the Endangered Species Act, environmentally critical areas, neighborhood planning implementation, and high-capacity transit issues; researches the effectiveness of codes and regulations, performs cost/benefit analysis; evaluates emerging trends and data, and identifies the need for revisions or policy changes, and recommends courses of action. Assesses complexity of project scopes and makes department commitments about date of completion for project reviews. Identifies the need for and coordinates the development of administrative rules and procedures to implement new land use policies or regulatory programs; manages the Authority’s role in the legislative review and adoption process. Provides training, technical expertise, and advice to Planners and other agency staff in the interpretation and application of land use codes and related topics; trains and leads lower level staff in plan review techniques. Performs and/or serves as project/program lead in special projects; performs daily management of staff and programs or projects; reviews production reports and manages production; evaluates and monitors work flow within and between workgroups; leads process improvement teams; develops management reports and tools; coordinates solutions to recurrent land use policy and procedural issues; oversees the work of consultants and outside specialists. Performs other related duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
· Advanced knowledge of the principles, methods, and techniques utilized in land use and environmental planning.
· Considerable knowledge of the principles, practices, and purposes of planning and the current trends in federal, state, and local planning.
· Knowledge of the organization of local government and considerable understanding of the principles and practices of public administration.
· Considerable knowledge of all applicable state, federal, and local ordinances, codes, laws, rules, and regulations.
· Considerable knowledge of the methods and techniques of research, statistical analysis and report presentation.
· Considerable knowledge of research methodology and standard statistical methods and procedures as they apply to planning. Understanding and working experience with the nomenclature, symbols, methods, practices, techniques, and instruments used in planning, drafting, mapping, and statistical analysis as applied to land use, transportation, and circulation.
· Knowledge of socio-economic and environmental principles and their application to urban and rural development and conservation.
· Knowledge of administrative principles and practices, including goal setting and implementation.
· Significant ability to read, analyze and interpret data pertaining to planning and zoning projects, architectural plans, maps, legal descriptions, professional periodicals and journals, technical procedures and government regulations.
· Considerable ability to research, compile and summarize a variety of information and statistical data and materials.
· Considerable ability in applying logical thinking to solve problems or accomplish tasks; to understand interpret and communicate complicated policies, procedures, and protocols.
· Considerable ability in identifying and analyzing problem situations, establishing priorities of action based on analysis, drawing valid conclusions, and taking appropriate action to resolve problems.
· Ability to prepare and present complex technical reports.
· Ability to determine appropriate research methodology for project studies and insure that analysis is complete and accurate.
· Ability to supervise the preparation of, or perform complex, difficult, or specialized planning studies and speak effectively before public groups and respond to questions.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in urban design, urban planning, environmental studies, law, architecture, building construction technology, or a closely related field –AND- Four (4) years of related professional experience to include either progressively responsible experience in land use, housing or environmental policy or regulatory program development; and/or progressively responsible experience in the review and analysis of new development, administration of land use or environmental regulatory programs or code interpretation. Must possess a valid California driver’s license.
