Senior Contracts Administrator
Summary: Sr. Contracts Administrator; Conducts proposal preparation, pre-contract data collection, terms and conditions, pricing, negotiations, performance administration, preparation of modification requests and close-out activities of government contracts.
Duties:
Administers awarded contracts, to include updating financial systems, processing modifications, and administering contract close-out procedures. Prepares proposal volumes, to include solicitation review, managing review teams, producing compliant Cost/Business and Small Business Volumes. Prepares proposal pricing, to include competitive analysis, soliciting subcontract proposals from teammates, preparing cost/price schedules for submission. Prepares, negotiates, and administers subcontract agreements, to include issuing Requests for Quotations to the Subcontract, preparation of Consent to Subcontract packages to STG Government client, drafting subcontract agreement and any necessary modifications thereto. Prepares, reviews, and/or negotiates Teaming Agreements with other companies. Prepares reviews and/or negotiates Non-Disclosure Agreements with other companies.
Assists in internal and external audits, internal data calls, quality control of records and financial data. Handles various types of contracts, i.e. Cost Plus, Time and Material and Fixed Price. Develops negotiation plans and rationale for review and approval by Program Managers. Monitors contract activity to ensure fulfillment of contractual fiscal and performance obligations. Works with management in the analysis and strategy for proposal submission, contract execution, and contract changes. Ensures contract provisions are clear and in adherence to contract review element of IS0 9001, contract law, and applicable regulations. Performs other duties as assigned.
QUALIFICATIONS:
Bachelor's degree in Business or a field directly related to the specified duties; and a minimum of six (6) years Government Contracts related experience; or an equivalent combination of education and experience
Must be knowledgeable of FAR, DFAR and other Government procurement regulations, contract terms and conditions, compliance programs, proposal preparation and negotiations processes, cost/price analyses, SOWs, T&Cs, contract types, and other agreements
Strong organizational skills, oral & written communications skills, multi-tasking skills
Ability to work independently, under pressure, and to meet tight deadlines
Strong MS Office skills including Word and Excel
Certified Professional Contracts Manager (CPCM) is strongly desired
