Senior Acquisition and Assistance Technical Advisor (USAID)

U. S. Agency for International Development (USAID) seeks a full-time Personal Services Contractor, for a 2 year assignment (renewable up to 4 or 5 years) as a Senior Acquisition and Assistance Technical Advisor to act as a Senior Advisor/Team Leader supporting USAID programs in Afghanistan.  The contractor will be posted in Bangkok, Thailand.  The position requires extensive TDY travel to Kabul, Afghanistan.  Applicant must be a U. S. Citizen with ability to obtain a SECRET level and requisite medical clearances.  Contractor must have extensive knowledge of infrastructure contracting, as well as federal acquisition laws and regulations governing contracts.  Experience with grants and cooperative agreements, as well as with USAID acquisition and assistance would also be helpful.

 

The successful applicant will probably have a Bachelor of Science/Arts degree equivalent level or higher in Business, Procurement or Economics.  S/he will have a minimum of 10-15 years of relevant experience in Acquisition and Assistance with infrastructure and construction focus; hands-on supervisory experience; excellent English communications skills, both orally and written; plus an in-depth knowledge and understanding of project planning and implementation procedures and operations. Sound decision-making and independent judgment skills are a must.
