Policy Analyst (Dallas, TX)

Summary of Responsibilities:
Qualified candidate will be responsible for the review and approval of procurement actions from various contracting activities through out the organization, make recommendations on policies based in commercial and industry research, and develop & deliver contracting training. This will require knowledge of general industry practices, basic procurement law, familiarity with the FAR and client's internal business policies. Client will provide training for the latter.

 

Demonstrate high levels of analytical skills, interpersonal abilities, oral and written communication are required. Must be able to logically and intelligently handle multiple complex problems while evaluating options and providing appropriate guidance. Candidate must be able to mentor the more novice contracting officers while also being able to consult with the more senior contracting officers.
A working knowledge of the Microsoft Office 2003 suite is required.

Qualification Requirements:
The qualified candidate would have experience in creating and reviewing complex contracts. Reviewing contracts would be either at an organizational level (commercial or government) position or in a senior supervisory / management position. “Reviewing Contracts” means analyzing proposed procurement actions and supporting documentation to ensure consistency, continuity, and compliance either regulatory / statutory requirements and internal corporate policies.

The candidate must have at least 15 years of professional contracting experience. Retail procurement is acceptable for years of experience provided all other criteria are met.

A bachelor’s degree in a related field of study is required. A master’s degree in business is highly desired. Professional certification by ISM, NCMA, etc is preferable.
