The New York City Department of Health and Mental Hygiene (DOHMH) announces recruitment for several professional and administrative positions for the city's expanding programs. Reporting to the Deputy Director for the Bureau of Emergency Management, and with the administrative and fiscal direction of a program management officer (PMO), this Grant Manager will oversee grants that fund public health preparedness activities in 23 different programs throughout DOHMH. The coordinator will ensure that the Commissioner?s programmatic initiatives for public health preparedness move forward via these grants, and that all reports and other deliverables are appropriately generated on time by program staff.
The Grant Manager will provide intra-agency coordination so that all grant milestones and commitments are met in a satisfactory and timely manner.
JOB DESCRIPTION:
This coordinator will provide the day-to-day oversight of all activities funded by approximately $25 million in Federal grants from the Centers for Disease Control & Prevention to improve public health preparedness for bio-terrorism.
Responsibilities include:
o Oversight of reapplication process on fiscal year cycle;
o Submission of progress and end of year reports to federal funders throughout the fiscal year;
o Working closely with DOHMH?s fiscal agent and BEM?s PMO in the spend down of the grant, including providing assistance in monitoring program performance;
o Liaising with DOHMH?s CDC Project Officer in obtaining necessary guidance and clarification;
o Working closely with DOHMH?s Policy and Planning Office in the development and implementation of performance measures to measure DOHMH?s progress in moving towards a higher state of preparedness;
o Overseeing a process to periodically assess our progress over time including a comprehensive gap analysis;
o Working with HRSA and DHS grant leads in creating an integrated database to track preparedness grant funding streams programmatically and fiscally;
o Serving as programmatic point of contact for audits of this grant; and
o Supervision of one Research Assistant.
This individual will be expected to work non-business hours during emergencies and will be assigned to periodic on-call duty during non-emergency periods.
REQUIRED:
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following:
working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area.
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.

NOTE: NEW YORK CITY RESIDENCY IS REQUIRED.
PREFERRED:
Experience managing a large, complex budget preferred. City government experience preferred. Experience with performance evaluation preferred. Experience preparing grant reports. Excellent communication and interpersonal skills required.
Database and/or data tracking skills; experience in public health or medical setting and/or emergency management, would be helpful; 1 - 3 years of experience setting and monitoring program goals and objectives STRONGLY desired.
