Manager, Employment & Labor Legislation

Establish and maintain relationships with Congress, the Executive Branch, public policy decision makers, SHRM members, and others to achieve the Society’s objectives on employment and labor issues. Oversee the SHRM public legislative activities on HR related employment and labor issues, including but not limited to the Americans With Disabilities Act, the Family and Medical Leave Act, the Civil Rights Act, the Fair Credit Reporting Act, the Fair Labor Standards Act, the National Labor Relations Act, the Occupational Safety and Health Act and other federal employment and labor laws and issues as they affect the management of human capital. Advocate SHRM membership's view on employment and labor issues and educate SHRM members on federal legislative developments. Serve as a spokesperson for the Society on employment and labor legislation and regulations to the media, interest groups and forums. Equip and motivate SHRM members to take an active role in influencing the issues that concern them. Assist with legislative conference activities as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Develops, plans, and executes comprehensive strategy to achieve program goals and objectives in the regulatory affairs program.
Establish and maintain relationships with Congressional and Executive Branch offices, committees, and other public policy decision-makers who impact the human resource profession.
Monitor, identify and analyze appropriate pending legislation to determine key issues and potential cost/benefit to membership interests.
Advocate SHRM membership's views on employment and labor-related HR bills before Congress.
Prepare oral and written testimony on employment and labor positions before congressional committees consistent with SHRM’s public policy objectives.
Arrange, prepare, and brief SHRM hearing witnesses on employment and labor -related public policy issues.
Serve, as appropriate, in leadership and other capacities in coalitions with other associations and organizations pursuing employment and labor-related public policy issues.
Provide public policy employment and labor information for SHRM publications and electronic services staff, where appropriate, on issues pending before Congress and the Executive Branch agencies.
Conduct presentations at national, state, and chapter conferences and meetings on behalf of SHRM on public policy issues that impact human resources.
Analyze information, facilitate research, solicit input from SHRM panels and volunteers, and draft position papers on employment and labor-related public policy issues for consideration by the SHRM Board.
Provide information, materials and briefings to various functional SHRM panels and volunteers as necessary.
Assist with programs aimed to increase participation by SHRM members in SHRM's HR Voice program.
Develop educational materials and programs for use by SHRM volunteer leaders to build and strengthen their advocacy activities, providing background material, advice and counsel to the SHRM Manager, Member Advocacy.
Provide regular updates on legislative developments to Member Advocacy Specialist, editorial and public affairs staff.

QUALIFICATIONS
Under Direction of the Director of Governmental Affairs, Manager, Employment and Labor, exercises independent judgment and determines priorities in the planning and implementation of activities, consistent with the goals of SHRM on employment and labor workplace issues. EDUCATION and/or EXPERIENCE
Requires a bachelor's degree. Advanced degree or additional certifications are helpful but not necessary.
Knowledge of the legislative and public process is required and understanding of human resource issues is helpful.
Five years experience on Capitol Hill, the Executive Branch, government relations office, or advocacy work in a trade association, firm or other organization is required.
Strong working knowledge of workplace benefit and tax-related issues and applicable laws and regulations is required.
Excellent verbal and written communication skills are required in working with and communicating to a wide variety of individuals and interest groups.
Prior work with volunteer organizations is helpful, but sensitivity to and awareness of volunteer needs is essential.
Creative approaches to problem solving are required.
Ability to simultaneously coordinate a variety of complex projects and work within activity program deadlines is needed.
Ability and interest to travel for business is required.
