IT Project Manager/Tech Lead

Nature and Scope of Position

The National Ignition Facility (NIF) Program’s Information Technology organization has an opening for a Senior Project Manager. This position will be responsible for managing Information Technology (IT) projects involving multi-disciplinary teams, including directing the work of other computer scientists. Candidate will be involved managing new and ongoing Information Technology Software Application development, deployment and support in the manufacturing, operations and laser experiment areas. The selected candidate will interact regularly with technical development teams, infrastructure teams and customers including all levels of management. This position will report to the NIF IT project management office.

Essential Duties

 Support commissioning, production and manufacturing managers in delivery of NIF laser hardware.Work with NIF IT leadership team in defining and meeting overall NIF information needs.Develop key user business relationships and Key NIF process involvement. Coordinating requirements and solutions with multiple IT project managers in a complex and dynamic environment.Manage all phases of the software engineering lifecycle including; conducting architecture and analysis, facilitating and leading process application requirement definition sessions, and conduct project deliverable and phase reviews. Manage internal (team) and external (customer) project communications.Manage definition of and produce/own project plan defining deliverables, timing, budget, scope, risk and schedule.Lead effort in partnering with Architects, Development Manager and Technical Leads to define project deliverables, schedule and budget.Produce status reports and provide input for financial analysis and projections.Produce metrics representing NIF procurement and production performanceParticipate in project budget, staffing and procurement activities.Find solutions to complex problems by using organizational and analytical skills.

 

 

Essential Skills, Knowledge, and AbilitiesBS degree in Computer Science, Engineering or scientific discipline or equivalent combination of knowledge and experience.Experience using project management principles in defining, planning, and managing medium to large- scale web-based Java custom software application development and deployment teams.  Demonstrated experience in enterprise level application analysis and definition.Experienced communication skills in interacting tactfully and effectively with a diverse group of personalities and disciplines.Demonstrated effective ability to organize, analyze and implement solutions to complex problems in a technical environment. Demonstrated experience managing and working interactively in a team environment.Effective interpersonal skills to interact with a multi-disciplinary team environment, with diverse user communities and several levels of management. Demonstrated written, verbal communication, and organizational skills necessary for a technical environment.  Experience with customer relationship management.

 

Desired Skills, Knowledge, and Abilities

 MS in computer science or a related field or equivalent combination of education or experience.Service-oriented architecture (SOA)Experience with manufacturing operations and procurement industries; demonstrated time in position supporting significant activities.
