SUMMARY
Responsible for managing all Human Resources activities for the project, including recruiting and employment, compensation and benefit administration, affirmative action plans, OFCCP and EEOC compliance, and Labor Relations Services. Responsible for development of all personnel policies and procedures and ensuring compliance with all federal, state and other government laws and regulations. Implements and oversees the following programs: Employee Assistance Program, Tuition Assistance, 401K, Supervisor Training, Random Drug Testing, Drug and Alcohol Awareness.
ESSENTIAL DUTIES & RESPONSIBILITIES:
· Manages the recruitment and employment function to ensure highly qualified candidates are identified, screened, employed, and that EEOC and OFCCP rules are followed.
· Manages the compensation program in accordance with applicable laws, Corporate policy and Department of Labor guidelines.
· Prepares the Affirmative Action Plan and periodically provides status of goal achievement and recommended areas for improvement.
· Periodically reviews and updates personnel policies and procedures in compliance with new or changes legislation.
· Advises management of impact and changes in procedures. Monitors actions for compliance.
· Maintains professional relationship with union labor representatives, enforces labor contract interpretations, and advises managers on correct application of contract provisions.
· Directs and/or conducts investigations as appropriate for violations of sexual harassment, discrimination, or other policies.
· Reviews and advised managers on disciplinary actions or adverse terminations.
· Conducts and supervise: Supervisor Training, Random Drug Testing, Drug and Alcohol Awareness
· Safeguard and maintain Government furnished equipment, materials and facilities.
· Ensure adherence to safety standards, policies and practices.
· Ensure that Government and contract guidelines, regulations, policies and standards are complied with.
· Ensure that standards, specifications, practices, and quality for all products and services are maintained at the acceptable levels required in the contract.
· Ensure that Quality Control standards are observed and followed.
· Provide customer assistance and advice in a professional and proficient manner.
· Prepare, provide and submit correspondence, CDRL’s, reports, feeder data and information to upper management personnel and other authorized offices as required.
· Serve as a spokesperson in company labor negotiations.
· Prepare for NLRB, mediation and arbitration cases.
· Prepare data for use in proposals and collective bargaining negotiations.
· Provide council and guidance in labor relations matters to line management.
· Prepare and present training to management relative to labor and employment law statutes, union awareness and avoidance and employee relations.
· Investigate, process and resolve union grievances.
QUALIFICATIONS & EDUCATION:
· Must have a High School Diploma.
· Bachelor’s Degree in Human Resources Management, Business Management, or related field desired. Equivalent work experience acceptable.
· Five years experience performing duties of a level of difficulty described in essential functions. Postgraduate education may be substituted on a one for one basis for experience.
· Experience must include working with unions; negotiating and scripting labor agreements.

· Must be familiar with and have ability to interpret laws, directives and polices such as Executive Orders, Civil Rights Act of 1964, Title VII, Service Contract Act, National Labor Relations Act, Fair Labor Standards Act, EEOC and OFCCP regulations.
· Federal Government Contracting experience is highly desirable.
· Must possess excellent oral and written communication skills.
