GIS Specialist
Under general supervision, the GIS Specialist performs a variety of entry-level technical duties in designing, implementing, operating, maintaining, and demonstrating a complex Geographical Information System (GIS) database used to generate maps, reports, files, and other information for use with a variety of planning, engineering, and administrative functions; and other related duties as required.
Duties and Responsibilities:
· Operates computer-based GIS mapping systems, such as ArcGIS and ArcView 3.x to enter, edit, manage, analyze, report, and display information.
· Performs data entry through on-screen digitization, keyboard data entry, scanning, portable data entry units, field data collection, and other methods.
· Uploads and downloads data from other systems, and edits geographic and tabular data.
· Converts data received from internal and external sources to make them usable in the GIS.
· Performs GIS-based analyses and manipulation of databases to support a variety of planning, engineering, administrative, and other applications.
· Designs and produces high-quality cartographic output suitable for publication and public display.
· Perform quality control on data, identifies and corrects errors or omissions in data.
· Maintains metadata and documentation, online and hard copy.
· Establishes positive working relationships with City management, staff, and the public.
· Have a working knowledge of ArcIMS and the ability to customize in XML.
· Perform field collection using Trimble G.P.S. units and G.P.S. desktop application.
· Other duties may be required and assigned.
Experience and Education:
· AA/AS degree in Management Information Systems, Computer Science, Geography, Cartography, or GIS-related field, or equivalent combination of education and experience. BA/BS degree a plus.
· Combination of a degree and one to two years of paraprofessional experience in operation of ArcGIS and ArcView in an Information Technology, Planning and/or Engineering environment.
Knowledge and Abilities:
· Compare, count, differentiate, measure and/or sort, assemble, copy, record, and transcribe data and information.
· Communicate effectively both orally and in writing.
· Calculate simple and complex mathematical equations, and interpret and present basic descriptive statistical reports.
· Operate equipment such as computers, keyboard, mouse, digitizer, plotter, printers, calculator, drafting instruments, photocopier, and engineer and architect scales.
· Proficiency in cartographic principles and display.

Compensation includes City paid PERS Retirement contributions as a replacement for Social Security plus a competitive benefits package. All appointments are made at the “A” step of the salary range unless otherwise authorized by the City Manager.
