Assistant Director of Policy and Analysis
Description:
As stewards of nearly 14 percent of New York City’s land, the Department of Parks & Recreation www.nyc.gov/parks builds and maintains clean, safe, and accessible parks citywide, and programs those parks with recreational, cultural and educational activities for people of all ages.
The Parks Opportunity Program (POP) provides on the job training, employment readiness counseling, and job placement assistance to Work Experience Program (WEP) participants and transitional employment trainees.
Responsibilities:
Work with senior management and program staff on proposals and presentations for City and State agencies to continue and increase funding, job placements, and services to WEP and POP trainees. Act as primary writer and developer of proposals, as well as the point person for grant development. Work closely with senior management on weekly and monthly reporting to Human Resources Administration (HRA) and other agencies as needed. Coordinate and develop performance and fiscal management reports and systems. Analyze POP related statistics and write related reports. Supervise and assist POP analyst with analysis. Identify and communicate emerging welfare-to-work and workforce development issues and best practices to senior program management and other staff. Analyze changes to Federal, State and City policies and legislation. Write policy impact reviews and recommendations for senior program management. Develop and serve as a liaison with partnerships outside agencies to promote POP and stay informed regarding welfare-to-work and transitional employment issues such as Welfare Reform Network, Community Service Society and Transitional Jobs Network. Serve as the point person for advocacy groups on all written and verbal communication for all issues including site visits and request for information.
Requirements: A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management, or in an related area or
A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in “1” above.
Preferred Qualifications: A Master’s degree in Public Administration, Social Work, Public Policy, Business Administration or related area of study.
Experience working with the welfare-to-work population and knowledge of citywide resources.
Commitment to POP mission and goals and a high level of enthusiasm for helping people obtain employment.
Proficiency in Microsoft Access, Excel, PowerPoint and Word.
Strong administrative, communication, interpersonal and organizational skills.
New York City residency required within 90 days of hire.
