Acquisition Support

Provides support to the OSDA Program Managers managing, planning, and organizing tasks and projects for the entire acquisition life-cycle for radiographic and active interrogation systems and deployment structures. 

 

General Position Description

 

As required, the Contractor shall draft, review and comment, adjudicate comments, correct and finalize program 

acquisition planning, execution, and systems transition and logistics documentation and technical data packages.  This support includes, but is not limited to, conducting market research; preparing summaries; briefs; acquisition plans; acquisition documentation; source selection plans; office, department and cabinet level briefings; requests for information; requests for proposals; organizing, leading and attending programmatic and technical meetings and integrated product team and working group meetings; coordination, announcement, invitation, agenda, presentation material, minutes for meetings and conferences. This position requires a government security clearance.

 

Tasks to be performed include, but are not limited to, the following:

 

·  Provide annual updates to program plans. 

·  Make recommendations and advise on system development, improvements, optimization, or support efforts. 

·  Plan and conduct market research. 

·  Draft requests for information (RFI) for High Throughput Deployment and Structures.

·  Identify, develop and review acquisition strategies, documentation, statements of objectives, statements of work, requests for proposals, requests for information, evaluation criteria and source selection plans, and business cases that support acquisition decisions.

·  Review contract deliverables and documentation to ensure completion of contract requirements. 

·  Prepare detailed program schedule and milestone charts.

·  Prepare draft program briefs.

·  Review weekly program status reports from vendors; and draft program weekly status reports.

·  Perform risk assessments and analysis. 

·  Provide liaison and coordination with program vendors, to discuss and resolve technical and programmatic issues, schedule meetings etc. 

·  Arrange Integrated Product Team and design review meetings and conferences to discuss and resolve program technical and programmatic issues. 

·  Review questions and comments to RFI’s and RFP’s and drafts answers and clarifications.

·  Collect, organizes, and drafts and enters text for OMB Exhibit 300’s. 

·  Draft PRISM technical descriptions. 

·  Coordinate CAARS performance specifications. 

 

Required Knowledge, Skills, and Abilities (KSAs):

 

·  BA degree in nuclear physics, management science, or engineering.

·  15 years of experience in program management or major system acquisition.

·  Skill in expressing ideas, policies and technical issues orally and in writing. 

·  Ability to maintain effective working relationships with officials and executives inside and outside the agency.

 

Desired Knowledge, Skills and Abilities (KSAs):

 

·  Experience with DoD major system development

·  Experience with providing equipment and training to state and local first responders
