ENVIRONMENTAL SPECIALIST II (VWP Permit Writer/Inspector), #P4213; Glen Allen, VA; Minimum Salary Starting At: $39,384 (effecitve 11/25/06).
The Department of Environmental Quality, Piedmont Regional Office is seeking TWO qualified applicants to process applications, and draft and manage Virginia Water Protection (VWP) permits; review construction site plans for dredged spoil management, stream channel restoration, stormwater management, erosion and sedimentation control, wetland delineation, and compensatory mitigation; track and manage permits and project information; monitor regulatory and permit compliance; perform field inspections; and provide technical assistance and customer service. Demonstrated knowledge, skills and/or abilities in environmental engineering, wetland ecology and wetland science (soil taxonomy, hydrology, and botany identification); chemistry, aquatic biology, and aquatic ecology; stream restoration, dredging, dredged spoil management, water pollution control, erosion control, and stormwater management principles and practices; hydraulics and environmental modeling; project management; personal computer operations (including word processing, spreadsheets, and database management); and federal and state wetland and water pollution control, laws and regulations. A valid drivers license is required. Ability to read, interpret and properly apply complex policies, guidelines and regulations; read and evaluate applications, engineering analyses, permits, and related correspondence; communicate and negotiate effectively, both orally and in writing; and work collaboratively in a team environment. Key competencies include self management/personal; development, work processes and results, communication, and consistency. Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission.
