Introduction:
This position is located in the Small Projects Assistance Branch (SPAB) Facilities Management Division (FAC); Operations and Maintenance Office; Overseas Buildings Operations; U.S. Department of State (DOS). This position serves as one of four Project Coordinator/Facility Manager Officers in the Branch, and provides technical oversight and accountability for a wide range of post executable projects funded from Area Management’s (7902) and/or 7911 accounts.
Duties:
The incumbent serves as a Facility Manager/Project Coordinator spending approximately one-half of his or her time based in Washington DC, developing new SPAB projects, tracking ongoing projects, developing or updating SPAB web page content and participating in various OBO committees and working groups. In addition, the incumbent will liaise with the responsible Area Managers to determine post’s ability to develop, execute and complete their OBO approved and funded 7902 project (s) as well as the exact level of SPAB technical support required. The incumbent will work the Embassies and Area Management to clarify key project elements, and develop a suitable scope of work and accompanying specification. Also, the incumbent will review all project plans and proposed changes, establish project timetable, working schedules and operating procedures, conduct daily walk-through inspections and hold weekly safety meetings with local contractors and Post personnel, and resolve any technical questions or concerns. Duties will involve extensive overseas travel, reimbursed at standard Federal government rates for airfare, hotel, meal and incidental expenses.
Qualification Requirements:
· Applicants must be a U.S. citizen (Failure to state on applicant will render you ineligible for consideration.)
· Applicants must be able to obtain a TOP Secret Security Clearance.
· Applicants with a certified plant engineer or a facility management administrator professional certification is preferred.
· Applicants must be knowledgeable of contracting policies, procedures and guidelines for facility maintenance, in order to ensure that all post maintenance programs comply with the standards.
· Applicants must be knowledgeable of technical terms involved in building or equipment maintenance, construction, logistics management and maintenance personnel staffing to maintain a working rapport with facility managers, engineers, contractors and technical managers and personnel from private industry, and other government agencies.
· Applicants must be knowledgeable in a wide range and variety of electrical, mechanical and construction materials used for A-E aspects of facilities upgrade and construction to ensure that proper materials and equipment are procured and shipped to the project site when needed.
· Applicants must be able to plan, coordinate, in order to set team assignments and posts maintenance priorities; communicate both orally and in writing.
· Applicants must be available to travel abroad up to four weeks in duration 5 to 7 times per year to no existing pre-conditions that would prevent travel and multi-day stays to developing countries, which do not have the same sanitary, healthcare, and environmental conditions which are existing in most of the USA.
· Applicants must be physically able to complete activities required for building maintenance, including but not limited to climbing outdoor ladders, inspecting underground trenches, and working in very hot or very cold climates.
· Applicants must be experienced in using a variety of software applications, including Microsoft Windows XP, Word, Excel, PowerPoint or equivalent.
The Facility Maintenance Manager position is a one-year renewable personal services contract (PSC) at the GS-13 ($77,353 – 100,554) and GS-14 ($91,407 - $118,828) equivalent grades level depending on education and experience.
