Subcontract Manager
Responsibilities Of Position:
· Lead the development of subcontract sourcing strategies for complex (i.e., engineering development programs) material and services. Ensures products and services obtained by the team meet quality, cost and schedule objectives in accordance with program and company requirements.
· Manage implementation of sourcing strategies as defined by DRS, Supply Chain, and Program teams.
· Negotiate subcontract terms and conditions including price, delivery, quality, and performance requirements
· Ensure independent price/cost analyses are performed as required
· Identify potential sources for required materials, and develops and issues requests for proposals.
· Provide subcontract advice to program managers, engineering personnel, and other related functions such as finance, quality, and contracts administration.
· Leads through ownership of the materials and services subcontracting process
· Contributes in an active and participatory role in program management activities.
· Measure and track internal performance for subcontract categories and define budgetary impact.
· Monitor subcontract strategy implementation, contract compliance and customer satisfaction.
· Review requirement document (i.e., statement of work and specifications) for clarity and adequacy.
· Leads proposal evaluation teams through a supplier selection process, technical evaluation and cost/price analysis.
· Develop the subcontract document, ensuring it complies with Government, Corporate and Company requirements
· Participate in subcontractor surveys and program reviews.
· Review and monitor payments, commitments and funds status. Negotiate subcontract changes and responds to all formal subcontract inquiries and issues. Provides subcontract status as required.
· Negotiate and issue teaming agreements, non-disclosure agreements, and memoranda of understanding.
· Participate in cross functional design reviews and approvals with project teams and suppliers.
· Close out subcontracts upon receipt of all deliverable items and final payment.
· Up to 30% travel.
Experience/Education Required/Sought:
BS/BA in Business, Operations Management, Engineering or related field, with 8-10 years experience.
MBA desired
Experience in a progressive integrated supply chain, contracts, or program management environment desired.
Experience in Defense or Aerospace procurement or bid and proposal work highly desirable.
Experience in developing suppliers and leading project teams.
CPM, CPCM or CPIM certification desired.
Must be US Citizen.
